Update on Granting Cycle: We have completed the review of final applications and selection of grantee-partners in February 2023. This process involved extensive discussions with our local peer reviewers. We thank you for your patience and for your interest in the Resilience Fund.

The Resilience Fund for Women in Global Value Chains is welcoming applications from eligible organizations in Cambodia and Vietnam. The Fund will provide general support grants to women-led, community-based organizations that work on the Fund’s main thematic areas of gender-based violence and/or sexual and reproductive health and rights.

 There will be two rounds for applying to the Fund: 

  1. Round 1: Open July 5, 2022 and now due August 19, 2022. After a screening and review, a select number of organizations will be invited to submit a more detailed application. [ROUND 1 IS NOW CLOSED]

  2. Round 2: Open August 29, 2022 and due September 16, 2022.

The Resilience Fund wants to ensure that all local organizations have the same opportunity to apply for a grant, regardless of their comfort in English or level of digital accessibility.

You will need to submit an application in English using the online application form; But we have set up local Application Support Partners that can help answer questions in Vietnamese or Khmer, translate your application into English, and if needed, put the English translation into the online form and submit it for you. The Support Partners can also provide general feedback on your application’s clarity and completeness.   

We strongly encourage you to make full use these support services, if you need them. Please note that the use of these support services will have no impact – either positive or negative – on how your application will be reviewed.

  • Who can apply?

    Funding will go to women’s funds and women-led community-based organizations that work on the Resilience Fund’s main thematic areas of gender-based violence and/or sexual and reproductive health and rights in Vietnam and Cambodia. Non-profit organizations with an annual income of at least $10,000 USD may apply for a two-year grant. Income figures from 2019, 2020 or 2021 will be used as the baseline for determining eligibility.

  • What is the funding range – how much can my organization apply for?

    The funding range for grants is between $10,000 - $75,000 USD. An organization may request grants of up to 150 percent of its annual income, but the maximum grant size cannot be more than $75,000. The grants will be distributed over a two-year period. Non-profit organizations must have an annual income of at least $10,000 USD to apply for a two-year grant.

  • Must my organization apply for a two-year grant or are shorter timeframes allowed?

    All grants will be two-year grants. The Resilience Fund is meant to help grassroots organizations strengthen their operations and programs over time. This will help them address the longer-term health, safety and other critical needs of women and help advance their economic well-being. These grants are not intended for short-term emergency relief.

  • My NGO does not currently work on gender-based violence or sexual and reproductive health and rights but plans on expanding our current programmatic work to include these areas. Can I still apply?

    Yes – you may apply as long as you plan to expand your work to include one of these thematic areas during the grant period. The Resilience Fund will help women-led organization strengthen and expand existing efforts on gender-based violence and sexual and reproductive health and rights, but also to support new work in these areas.

  • My organization is managed by an Executive Director who identifies as male. Am I eligible to apply?

    Probably not – as this Fund is intended to strengthen women’s leadership and women-led organizations. Our definition of a women-led organization is: “a woman CEO or director and at least 50% of senior leadership are women.” If your organization does not meet our definition of women led, but you believe you are in fact women led, you may provide us information to support this belief for consideration. The term “women” includes women in all their diversities. This includes women with disabilities, those who are of diverse sexual orientations and gender identities, women of color, indigenous women, women of oppressed castes, younger and older women, or those who are affected by racism, or poverty, or those who are migrants, and women in other marginalized groups.

  • How can the Resilience Fund’s “unrestricted” grants be used?

    Your organization can use the grant funding in any way you believe best strengthens the organization (and is in compliance with all requirements about how such funds can be spent.) We trust organizations to know how best to use the grants to achieve their missions – whether for programs or organizational needs or other areas of importance. We believe providing you with resources to strengthen your organization will directly or indirectly strengthen your capacity to address critical health and safety issues that impede women’s economic resilience in their communities. However, we do want you to explain in general how you plan to spend the grant money and how the grant will help your organization advance its mission as well as the Fund’s thematic areas. If circumstances change during the grant period, you will also have flexibility to change how your organization uses the funds in response to those changing circumstances.

  • What restrictions are there on organizations in using a Resilience Fund grant?

    Grant funds may not be used for any kind of lobbying, electioneering or political campaigning and must be used in full compliance with your country's laws and policies for foreign funding.

  • I would prefer to submit the application in my local language rather than in English. Is this possible?

    You must submit your application in English. However, we have set up Application Support Partners in Cambodia and Vietnam that are ready to help your organization in understanding the application questions or translating your application into English. The teams can also give you general feedback on your application and they can help you upload the application onto our website if you have limited access with the internet. We encourage you to make use of the application support partners, if you need it. We will review all final applications the same way without consideration of whether your organization received help or not. To access this support:

  • I don’t have reliable access to high-speed internet - can I submit the application on paper or via email?

    No – you must submit your application on line and in English. We are not able to accept applications by email or on paper. If you need help, the application support partners can help you upload your application if you have limited internet access and need help submitting the online application.

  • I’m not sure if my application has been submitted. Do I receive any confirmation?

    You will receive an instant on-screen confirmation once your application has been successfully submitted as well as an email confirmation. No further action is required from you.

  • When can I expect to hear from the Resilience Fund on my application’s status?

    Organizations who are invited to submit further information for phase 2 will be notified by the end of August 2022. Final funding decisions with be communicated to all applicants by the end of 2022. We unfortunately will not be able to respond to individual requests for status updates.

  • If my organization is selected for funding, what happens next?

    If you are selected, we will ask you to submit some additional information about your organization. Every organization undergoes a short review by the Fund including reference checks. Once this due diligence is completed, you will be sent a grant agreement to sign and return in order to receive your grant payment. The timing for receiving your grant payments will be determined by the requirements of each country, but we hope you will receive funding in early 2023. Once you are selected and have a signed grant agreement, we will then give you an orientation to our Learning Hub community. We would also like to hold one-on-one discussions with you to explore the ways you would like to define impact and look at your learning goals and objectives.

  • How does grant funding support economic resilience in global value chains?

    The Fund is looking to support those organizations working with communities in, near, or related to businesses and workplaces that manufacture or produce apparel, food, technology, and other products for export around the world. We believe that strengthening these communities by supporting women-led organizations will improve the lives of women workers and their ability to join and thrive in the workforce. Health and safety are essential for women in these communities to strengthen women’s economic opportunities. We will support a wide range of organizations whose work strengthens these communities and directly or indirectly touches current or future workers and their families. This includes but is not limited to communities near manufacturing or agricultural workplace and communities where women migrate long distances for work.
